Development opportunities for disaster management public alert and information systems based on the NL-Alert system
Abstract
In my paper, I examine the development of disaster management public alert systems. I focus on the NL-Alert system in the Netherlands, which uses Cell Broadcast technology. This system is a good example of fast, accurate, geographically targeted alerts. A key question is how NL-Alert ensures fast, accurate, and targeted public communication. Another focus is on how these practices can be integrated into the domestic alert system. My research shows the Netherlands uses Cell Broadcast, a mobile application for accessibility, and a siren system together. I analyse NL-Alert's essential features: speed, accessibility, the mobile phone app that enhances alerts, and feedback options for system development. This model may benefit Hungary, which must adopt advanced technical systems from 2026 due to legislative changes.
My research aims to improve the European, especially Hungarian, public alert system and make emergency communication more effective.
The aim of my research is to contribute to the development of the European, but mainly Hungarian, public alert and information system and, at the same time, to increase the effectiveness of emergency communication.
