Comparative Analysis of the Institutional, Control and Sanction Systems for the Land Transport of Dangerous Goods in the United States of America and Hungary

Abstract

The international and domestic transport of hazardous substances is a high-risk but high-priority global issue, and all countries are striving to ensure its safety through a rigorous system of regulatory controls. Each country has a different regulatory methodology, of which the authors in the current publication describe the Hungarian regulatory oversight system and then examine the relevant US legislation. The comparative analysis of different regulatory and supervisory methodologies for the transport of dangerous goods, the evaluation of experiences and the drawing of conclusions can positively influence the preparation and future effectiveness of decisions to take similar measures. In this publication, the authors focus on the transport of dangerous goods by road, rail and inland waterways, and do not cover air, sea and pipeline transport technologies.
