Gradual crisis management in defense and security administration

Abstract

Due to the coronavirus epidemic and the defense against it, as well as the Russian-Ukrainian war raging next door, more and more citizens are dealing with disaster prevention these days.[1] This concern with disaster prevention was further strengthened by the flood protection covering the entire Hungarian section of the Danube in the fall of 2024, in addition to numerous major fires and technical rescues, which the media always informed the public in great detail. In order to be able to defend more effectively, according to the National Security Strategy, the primacy of prevention and the effectiveness of interventions must be ensured against disasters [2], but the experiences of previous interventions and disaster prevention operations must be processed, as well as changes in legislation must be taken into account. Up until now, the primary goal of eliminating the consequences of disasters has been to ensure proportionality between the severity and extent of the damage site or damage sites and the assigned intervention forces, which primarily has operational expediency and economic reasons. Disaster management has been an integral part of the defense administration since the integration on January 1, 2000, and of the defense and security administration since the publication of the Defense and Security Act [3]. The new legislative environment classifies the disaster, or its threat, in the family of defense and security events, and the system of defense and security administration provides appropriate legal and professional frameworks for the proportionality and gradation of these, including defense against disasters and crisis management.
