Implementing methods and criteria for the establishment of a competent authority and operator assessment of the operator safety plan

Abstract

A Law issued in 2012 on Critical Infrastructure Protection, nearly seven years after its entry into force, but the fundamental shortcoming that would be a necessary step, the establishment and legal introduction of a uniform criteria system similar to the SEVESO regulation in the preparation and evaluation of the Operator Security Plan, until the main stage. Knowledge and application of a wide range of natural sciences and social sciences is essential for formulating methods and criteria. regulation does not include the development of OSP and does not offer norms and criteria for acceptability and Inadmissibility, so we cannot rank the events that affect the operation of an infrastructure uniformly. By not including these criteria in the current state of law, this means that it needs to be formulated and set up by the analysis engineer. These methods of analysis contain methods from frequency-based error frequency to semiquantitative analysis and conclusions drawn from the study of social processes. In my article I present the possible analytical procedures and present the system of criteria that I formulate.
