„Okosbörtönök” a nemzetközi gyakorlatban: A csengeri modell összehasonlító elemzése

Absztrakt

A mesterséges intelligencia és digitális technológiák terjedése alapjaiban alakítja át a büntetés-végrehajtást, túllépve az izolációra épülő modellen. Az „okosbörtönök” terjednek, de hiányos a technológia és az alapjogok kapcsolatának feltárása, különösen a megfigyelés és a rehabilitáció egyensúlya terén. A tanulmány a 2024-ben megnyílt csengeri „okosbörtönt” nemzetközi kontextusban vizsgálja, összevetve a biztonság- és a rehabilitáció-központú modelleket. Kvalitatív összehasonlítás készült belga, finn, amerikai és ázsiai példákkal, stratégiai és nemzetközi dokumentumokra támaszkodva. Az eredmények szerint a csengeri modell technológiailag az amerikai-ázsiai biztonsági paradigmához áll közel (drónok, arcfelismerés, viselkedéselemzés), míg a skandináv modellek a normalizációt és a készségfejlesztést hangsúlyozzák. Következtetés: a hatékonyság a célrendszeren múlik; a jövőben a rehabilitáció erősítése és a mesterséges intelligencia etikai, mentális hatásainak vizsgálata szükséges.
