Encryption and classified document management in the Prison Service – Legal, organizational, and technical aspects

Abstract

The digital information environment has fundamentally transformed the operations of the prison service, meaning that with the advent of electronic data management, networked communication, and integrated IT systems, the protection of classified data can no longer be ensured solely through physical and administrative measures. Consequently, in modern correctional institutions, encryption and electronic security solutions have become structural elements of organizational operations.

Although the legal regulation of classified data protection in Hungary is based on a detailed, multi-tiered system of norms, there is nevertheless a lack of comprehensive analyses that examine the combined functioning of the legal, organizational, and technical dimensions within the specific context of the prison system. In particular, there is a lack of a systematic presentation of how classification decision-making and encryption activities are linked to the licensing and oversight mechanisms of electronic systems.
