Patient Pathways, Responsibility and Data in Multichannel Healthcare

System-Level Responses to Pressing Challenges

Abstract

One of the fundamental challenges of outpatient care in Hungary is the shortage of specialists and the suboptimal utilization of available capacities. The Outpatient Care Coordination System (Járóbeteg Irányítási Rendszer, JIR) has improved the transparency of appointment availability; however, it has also demonstrated that the organization of patient pathways is not merely a logistical issue, but requires the alignment of clinical needs and available capacities.

The use of teleconsultations, health data generated by wearable devices, and artificial intelligence provides an opportunity for more efficient utilization of specialist capacity, while the responsibility for clinical decision-making remains with the physician.

The use of digital health data generated through patient self-monitoring introduces new data protection challenges, which also justify the protection of predictive health information. According to this paper, the development of outpatient care requires the implementation of a multichannel model based on telemedicine, data-driven decision support, and the reconsideration of financial incentives.
