Digitalization challenges in the Prison Service
Abstract
Modernization and the creation of electronic documents were introduced and implemented at different times and in different ways by public administration actors. This led to a divergence between the various electronic records, which further complicated the tasks assigned to the individual authorities during criminal proceedings. Each organization created platforms that best suited its own needs, which were therefore unsuitable for serving partner authorities and did not provide access. Interoperability between systems was previously unimaginable, so data exchange could only be carried out manually, which is still the case for some organizations that are significantly behind in terms of technology (independent executors, administrative offices, local governments, notaries). In terms of digitization, the first major breakthrough within the prison system was undoubtedly the FŐNIX 2020 project, which brought the organization into the 21st century and culminated in the FŐNIX3 authentic registry system.
