Hibrid hadviselés– NATO dilemmák és válaszok
Absztrakt
A NATO hibrid tevékenység elleni fellépését legtöbbször az Észak-atlanti Szerződés 3. (önerő), 4. (konzultáció), valamint 5. (kollektív védelem) kontextusában szokták említeni. A NATO tisztában van a probléma súlyával– mindezek dacára az orosz hibrid tevékenység folyamatosan nő. Miért nem működik hatékonyabban a hibrid hadviseléssel szembeni NATO-elrettentés? Mi gátolja a hatékonyabb egyéni és közös fellépést? Jelen írás 2026. tavaszi pillanatfelvételből vázol fel néhány fontosabb belső dilemmát, korlátot, illetve gondolkodási irányt és válaszlehetőséget a NATO, mint szervezet, illetve tagállamai szempontjából. Mindezt elsősorban Oroszország kontextusában, amely jelenleg a legbefolyásosabb, a hibrid eszköztárat legkiterjedtebben alkalmazó szereplő, de egyáltalán nem az egyedüli vagy kizárólagos aktor.
