A stratégiai autonómia újfajta közgazdaságtana: az európai válaszút

  • Kovács Olivér Nemzeti Közszolgálati Egyetem Államtudományi és Nemzetközi Tanulmányok Kar Közgazdaságtani és Nemzetközi Gazdaságtani Tanszék
Kulcsszavak: stratégiai autonómia, európai gazdaság, nemnövekedés, rendszerelmélet, minőségi növekedés, gazdasági reziliencia

Absztrakt

A tanulmány a stratégiai autonómia fogalmát értelmezi újra a rendszerelmélet szemszögéből és az európai gazdaság perspektívájából. Érvelése szerint a jelenlegi, uralkodó megközelítés – miszerint az európai stratégiai autonómia a belső mennyiségi növekedés erősítését követeli meg – egyre törékenyebb feltételezéseken nyugszik a gazdasági reziliencia és függetlenség tekintetében. Ezzel szemben a dolgozat amellett foglal állást, hogy az európai stratégiai autonómia valódi megvalósítása a minőségi növekedés – sőt a nemnövekedés – irányába történő elmozdulást igényel, amely a fenntarthatóságot és a rendszerszintű alkalmazkodóképességet helyezi előtérbe az expanzióval szemben. A tanulmány a „zombijelenség” metaforáján keresztül illusztrálja a mennyiségi gazdasági növekedésen alapuló stratégiai autonómia tévútjellegét. A rendszerelméleti és posztnövekedési megközelítés összekapcsolása révén az elemzés a stratégiai autonómia átfogó újragondolására hív, mint olyan transzformatív folyamatra, amely egyszerre követel meg gazdasági és fogalmi megújulást a válaszúton álló Európától.
