Forráselosztási mechanizmusok és gazdasági hatásaik az intelligens szakosodási stratégia keretében
A magyarországi régiók elemzése a GMR-Európa modellel
Absztrakt
A tanulmány az intelligens szakosodási stratégia (S3) regionális és országos gazdasági hatásait vizsgálja különböző földrajzi és szakpolitikai instrumentumokat alkalmazó forrásallokációs rendszerekben. A GMR-Európa hatáselemzési modellt felhasználva különböző területi és szakpolitikai forgatókönyveket szimulálunk a magyarországi NUTS 2 régiók esetében, három szakpolitikai eszköz (beruházástámogatás, kutatás-fejlesztés és humántőke-fejlesztés) hatását becsülve a bruttó hozzáadott érték, a foglalkoztatás és a teljes tényezőtermelékenység alakulására. Eredményeink szerint a régióspecifikus beavatkozások hatása jelentősen eltér, a K F-támogatások pedig különösen fontos szerepet játszanak a kevésbé fejlett régiók hosszú távú fejlődésében. A szimulációk felhívják a figyelmet arra, hogy a decentralizált szakpolitikai támogatás és a régiók közötti koordináció elősegítheti az inkluzív növekedést, a döntések földrajzi szintje pedig érdemben befolyásolja az országos gazdasági hatásokat. A tanulmányban bemutatott szimulációs eredmények illusztrálják, hogy hasonló hatáselemző modellek segítségével hatékonyan támogatható a területi és ágazati döntéshozói szintek közötti szakpolitikai koordináció. Ezzel a rendelkezésre álló források hatékonyabban oszthatók el.
