Corruption and accountability in natural law
Abstract
The study examines the historical and legal-philosophical evolution of the concept of corruption from natural law thought to modern theories of corruption, with particular emphasis on the issue of accountability. It outlines how the moral-philosophical approaches of Thomas Aquinas, Grotius, and Kant were superseded by the institutional perspective of classical sociology (specifically Weber and Durkheim), and subsequently analyzes the principal-agent model, collective action theory, and the concept of state capture. The study reviews contemporary anti-corruption tools, focusing in particular on integrity-based public administration, asset recovery, and international cooperation. It concludes that modern efforts to combat corruption must focus on systemic abuses and their economic beneficiaries, while preserving the fundamental values of the natural law tradition rooted in the common good and the responsibility associated with public authority.
