Abstract

In the twenty years since their overthrow, the Taliban in Afghanistan have developed an excellentstrategy, taking advantage of the weaknesses of their opponents. After decades of tug-of-warfare andstanding war, the Taliban's rapid military success in Afghanistan, after being forced to enter the abandoned Afghan capital on August 15, 2021, suddenly brought the trouble of governing a countrywithout a policy to do so, because they have not yet evolved from a military organization to a politicalmovement. It is not about Blizkrieg, it is the result of a long process. The reasons for the war failure ofthe allied forces and the rapid collapse of the Ghani regime are primarily to be found in the bad politicaldecisions that have been ingrained in the military failures, both internationally and domestically.The Taliban quickly restored public security across the country. Their performance isextraordinary. For the first time since 1978, Afghanistan has enjoyed relative peace throughout thecountry. The country is de facto under a single authority for the first time. It all emerged from chaosand anarchy.The easier it was for the Taliban movement in Afghanistan to overthrow a weak and dividedgovernment, the more difficult it is to restore an administration that gains domestic and internationallegitimacy. It is very difficult to rebuild the armed forces. The Taliban force is also made up of differentgroups that joined them in different regions and fought as insurgents for twenty years, now they mustmaintain public security and protect their administration and civilian population with forces trained forrural uprisings. The transition from a fighting mentality to attitudes to responsible governance ishampered by a number of obstacles. Their ideological and political debate may escalate within themovement. Rivalry is possible within the new leadership between and within the different factions, whichcould lead to an internal crisis. They did not prepare their fighters for the dramatic changes, from thebehavior during the war to the difficult tasks of peaceful government, the political culture that couldlead to the alienation of their fighters and to join to more radical groups. In this way, deradicalisationis difficult: ending hostility to the segments of society that need to be involved in governance.Although no spectacular terrorist attacks have taken place against the United States and its alliesin the last nearly a decade and a half, twenty years later of 9/11, the Western coalition has not won avictory over “terrorism”. other terrorist organizations have celebrated victory over the United Statesand international coalition forces, which could lead to a strengthening of international terroristorganizations in the future.But this time, Afghanistan will not be left alone, it is on the axis of the “Great Game”, which isreviving due to its geostrategic position.Keywords: the Taliban movement, collapse, challenges
