Abstract
Facilities where average citizens gather in large numbers in their normal everyday activities require as much protection as do the components of critical infrastructure. This protection must start with professional and coordinated modification of the applicable national-level regulations (building and fire-protection codes, etc). In establishing the principles of protection and creating the regulations, the advice of engineer officers and the force protection measures of the armed forces may serve as particularly useful guides.
