Improving protection against terrorism by broadening the categories of special legal order

Abstract
The author focuses on the causes of the 6th amendment of the Fundamental Law of Hungary. He points out the need for the implementation of „terror threat situation”. He analyzes the causes of amendment, elaborates the constitutional structure of the state of emergency and shows the role of special legal order regulated by the Fundamental Law. The second part of the paper gives an international overwiew and presents other European countries' constitutional system, highlighting their most important features.
