Development of the Soviet-Russian Policy of Deterrence from World War II to the Present Day
The Russian Approach to Western Deterrence Strategies
Abstract
The radically different security situation, the return of traditional armed conflicts to Europe, and the intensifying competition between major powers have prompted NATO to undergo a strategic renewal. One of the key elements of this renewal is the new Deterrence and Defence Plan family, which, for the first time in decades, focuses on the defence of the European continent. The growing role of deterrence makes it necessary to understand deterrence theories. Western deterrence theories are marked by the names of well-known political and strategic thinkers, such as Bernard Brodie (1910–1978), John J. Mearsheimer (1947–), Thomas C. Schelling (1921–2016), Robert Jervis (1940–2021), and Jack L. Snyder (1951–). Scientific work related to Soviet-Russian deterrence theories can be linked to Russian researchers, such as Matvey Zakharov (1898–1972), Georgy Arbatov (1923–2010), Andrei Kokosin (1945–), Sergey Karaganov (1952–), and Mikhail Sosnovsky, to name but a few. As a result of the work of these researchers, Russian strategic deterrence was born in the late 1990s. Without its knowledge, no comprehensive understanding can be gained of the theories that fundamentally determine the theoretical issues of today’s confrontation. This study presents the development of the theory of Soviet-Russian strategic deterrence, which fundamentally determines Moscow’s current strategy not only towards Ukraine but also towards the West.
