Kitekintés a terrorizmus definiálásának problémájára a tudományos kutatásokban
Absztrakt
Cél: Annak ellenére, hogy ma a terrorizmus vitathatatlanul a nemzetközi, regionális, nemzeti és humán biztonságot is veszélyeztető egyik veszélyforrás, a tudományos élet is küzd a terrorizmus egységes fogalmának meghatározásával. Az elmúlt évtizedekben a terrorizmussal kapcsolatos kutatások során számos új terrorizmus fogalmat alkottak. Ezek a fogalmak nem tudták létrehozni az egységes, általánosan elfogadott terrorizmus definíciót, és sok esetben csak a terrorizmus jelenségének egy-egy új megjelenési formáját határozták meg. Szinte minden kutató igyekezett saját fogalmat alkotni, melyet nagyban befolyásolt a kutató saját értékrendje, szubjektív megközelítése. A cikk célja, hogy új módon, a fogalmakat a biztonsági tanulmányok Buzan-féle szektorelméletében, az öt szektorba ágyazva bemutassa, megvizsgálja a terrorizmus egységesen elfogadott definiálásának problémáját a hazai és nemzetközi tudományos kutatásokban. Az öt szektor közül külön is kiemelve a társadalmi szektort mint a társadalomtudományokat magában foglalót.
Módszertan: A hazai és nemzetközi kutatások terrorizmus fogalmainak ismertetésével bemutatom, hogy az egységes terrorizmus-definíció megalkotásának, melyek a legfőbb akadályai, és választ adjak azon kérdésekre, hogy a terrorizmust hogyan, milyen formában, korlátok és keretek között lehetne meghatározni. A bemutatás teljesen új megközelítésből történik, mert a terrorizmus fogalmát a szektorelmélet felől keresem.
Megállapítások: Az egyes szektorokban nincsen egységes, mindenki által elfogadott terrorizmus-fogalom.
Érték: A cikk javaslatai új megközelítési módokat mutat be, amelyek szóba jöhetnek olyan terrorizmus-definíciók megalkotásánál, amelyek alapjául szolgálhatnak új és szélesebb körben elfogadott büntetőjogi definíció megalkotása során, és ezek alkalmazhatók a büntetőjog területén.
